Panhandlers, Safety and Giving to the Needy

54-year-old Jacquelyn Smith was murdered early Saturday morning December 1st by two people posing as panhandlers on the streets of Baltimore.  She insisted on giving money to a woman who had a sign saying she needed money to feed her baby.  There was no baby.  What does this incident mean for the needy on the streets and those who would give to them?
