What’s going on with COVID-19 in Africa and why is this more critical now than at the height of the pandemic?

The United States is slowly inching closer to president biden’s goal of 70% of the population vaccinated against COVID-19 by the 4th of July.  But across the Atlantic in Africa, the numbers are dire.  Weeks ago the WHO reported vaccine rates hovering around 3%.  New cases are up some 30%.  What’s going on with COVID-19 in Africa and why is this more critical now than at the height of the pandemic?
