Pugh, with the assistance of longtime aide Gary Brown Jr., carefully carried out the scheme over more than seven years, starting when she was a Maryland state senator and into her tenure as Baltimore’s mayor. Her clients included the University of Maryland Medical System, health insurers and other organizations.

“I’m determined to make a dent. I’m not a placeholder — I’m the mayor now. And I’m going to run the city like the mayor,” Young said from Detroit, where’s he’s attending a conference about economic development before his return to Baltimore over the weekend.

“The entire membership of the Baltimore City Council believes that it is not in the best interest of the City of Baltimore for you to continue to serve as Mayor,” the council members wrote to Pugh. “We urge you to tender your resignation, effective immediately.”

Councilman Zeke Cohen says Pugh has “lost the moral mandate to govern and the public’s trust.” Maryland Comptroller Peter Franchot has also urged her to resign. Cohen, Franchot and Pugh are Democrats.
