“Our campaign has reached the point where we need more money to scale up and continue building a campaign that can win — money we don’t have, and money that is harder to raise because I won’t be on the next debate stage and because the urgent business of impeachment will rightly be keeping me in Washington,” he said.

The New Jersey senator’s clemency plan would affect offenders serving time for three categories of crimes: those related to marijuana; those whose sentences would have been reduced if the criminal justice overhaul signed by President Donald Trump last year were applied retroactively; and those affected by the disparity between sentences for possession of crack versus powder cocaine.

“I am sick and tired of hearing thoughts and prayers for the communities that have been shattered by gun violence — it is time for bold action,” Booker said in a statement.

“I believe that we can build a country where no one is forgotten, no one is left behind; where parents can put food on the table; where there are good-paying jobs with good benefits in every neighborhood; where our criminal justice system keeps us safe, instead of shuffling more children into cages and coffins; where we see the faces of our leaders on television and feel pride, not shame,” Booker said in a video message to supporters, subtly jabbing at President Donald Trump.
