(Temple Hills, MD) — A Prince George’s County police officer is facing charges after shooting and killing a man handcuffed in his police cruiser. Corporal Michael Owen shot 43-year-old William Howard Green of Southeast, Washington, D-C on Monday night in Temple Hills following an arrest for hitting several cars in the area. Owen is charged with second-degree murder, involuntary and voluntary manslaughter, first-degree assault, and use of a firearm in commission of a crime of violence. Officers believed Green was under the influence of PCP when he was taken into custody, but discovered that wasn’t the case. Police Chief Hank Stawinski says there is no excuse for the officer’s actions. Owen will appear in court later this week for a bond review.
