(Washington, DC) — DC Delegate Eleanor Holmes Norton is demanding answers about hate crimes in the city. Norton sent a letter to U.S. Attorney for DC Jessie Liu, asking how many hate crimes in the city were reported to the U.S. Attorney’s office in 2017, 2018 and so far in 2019, and what percentage were prosecuted. Norton previously wrote to Liu about the issue in July but claims she has yet to get a response. Norton has held multiple community meetings recently in which members of the LGBTQ community shared concerns about crimes targeting them.

‘We Need Help’: Rescuers In Bahamas Face A Blasted Landscape
“We are in the midst of one of the greatest national crises in our country’s history,” said Prime Minister Hubert Minnis. He said he expects the number of dead to rise.
FREEPORT, Bahamas (AP) — Rescue crews in the Bahamas fanned out across a blasted landscape of smashed and flooded homes Wednesday, trying to reach drenched and stunned victims of Hurricane Dorian and take the full measure of the disaster. The official death toll stood at seven but was certain to rise.
A day after the most powerful hurricane on record ever to hit the country finished mauling the islands of Abaco and Grand Bahama, emergency workers had yet to reach some stricken areas.
“Right now there are just a lot of unknowns,” Parliament member Iram Lewis said. “We need help.”
Dorian, meanwhile, pushed its way northward off the Florida shoreline with reduced but still-dangerous 105 mph (165 kph) winds on a projected course that could sideswipe Georgia and the Carolinas. An estimated 3 million people in the four states were warned to clear out, and highways leading inland were turned into one-way evacuation routes.
The storm parked over the Bahamas and pounded it for over a day and a half with winds up to 185 mph (295 kph) and torrential rains, swamping neighborhoods in muddy brown floodwaters and destroying or severely damaging thousands of homes.
National Security Minister Marvin Dames said rescue teams were fanning out as the winds and rain subsided, with more than 600 police officers and marines in Grand Bahama and 100 in Abaco.
“The devastation is unlike anything that we’ve ever seen before,” he said. “We’re beginning to get on the ground, get our people in the right places. We have a lot of work in the days and weeks and months ahead.”
Rescuers used jet skis, boats and even a bulldozer to reach children and adults trapped by the swirling waters, while the U.S. Coast Guard, Britain’s Royal Navy and disaster relief organizations tried to get food and medicine to survivors and take the most desperate people to safety.
Five Coast Guard helicopters ran near-hourly flights to stricken Abaco, flying people to the main hospital in the capital, Nassau.
Health Minister Duane Sands said the government was airlifting 25 doctors, nurses and other health workers to Abaco and hoped to bring in mental health workers soon.
“The situation is under control in Abaco,” he said. “In Grand Bahama, today will tell the magnitude of the problem.”
Abaco and Grand Bahama islands, with a combined population of about 70,000, are known for their marinas, golf courses and all-inclusive resorts.
Red Cross spokesman Matthew Cochrane said Tuesday that more than 13,000 houses, or about 45% of the homes on Grand Bahama and Abaco, were believed to be severely damaged or destroyed. U.N. and Red Cross officials said tens of thousands of people will need food and clean drinking water.
“It’s total devastation. It’s decimated. Apocalyptic,” said Lia Head-Rigby, who helps run a hurricane relief group and flew over Abaco. “It’s not rebuilding something that was there; we have to start again.”
She said her representative on Abaco told her there were “a lot more dead.”
At 8 a.m. EDT Wednesday, Dorian was centered about 95 miles (144 kilometers) northeast of Daytona Beach, Florida, moving northwest at 8 mph (13 kph). Hurricane-force winds extended up to 60 miles (95 kilometers) from its center.
Dorian was expected to pass dangerously close to Georgia and perhaps strike South Carolina or North Carolina on Thursday or Friday with the potential for over a foot of rain in some spots. Forecasters warned that Dorian is likely to cause storm surge and severe flooding even if its core does not blow ashore.
“Don’t tough it out. Get out,” said U.S. Federal Emergency Management Agency official Carlos Castillo.
With the threat to Florida easing and the danger shifting northward, Orlando’s airport moved to reopen, along with Walt Disney World and Universal. To the north, the Navy ordered ships at its huge base in Norfolk, Virginia, to head out to sea for safety, and warplanes at Langley Air Force Base in Hampton, Virginia, were being moved inland to Ohio.
Having seen storms swamp his home on the Georgia coast in 2016 and 2017, Joey Spalding of Tybee Island decided to empty his house and stay at a friend’s apartment nearby rather than take any chances with Dorian.
He packed a U-Haul truck with tables, chairs, a chest of drawers, tools — virtually all of his furnishings except for his mattress and a large TV — and planned to park it on higher ground. He also planned to shroud his house in plastic wrap up to shoulder height and pile sandbags in front of the doors.
“In this case, I don’t have to come into a house full of junk,” he said. “I’m learning a little as I go.”

DC School Safety App Coming This Fall
Washington DC Responds To Students’ Safety Concerns With App
(Washington, DC) — D.C. officials plan to introduce an app this fall that will let students in violence-prone pockets of the city report suspicious activity, contact law enforcement, and share live updates from their commutes to and from school. The administration of Mayor Muriel E. Bowser announced in August that the city would spend 26-thousand dollars to partner with LiveSafe in response to students’ repeated pleas to the city to make their commutes safer. D.C. officials said it could take up to two months to gather more community feedback about LiveSafe, persuade school principals to pilot the app and finally roll out the technology to families. The goal is to test LiveSafe at 20 high schools in seven areas where students experience a disproportionate amount of safety-related incidents, including the Anacostia, Minnesota Avenue, Columbia Heights and NoMa-Gallaudet U Metro stations.

‘Catastrophic’: Hurricane Dorian Parks Over The Bahamas
“It is scary,” he said, adding that people were moving from one shelter to another as floodwaters kept surging. “We’re definitely in dire straits.”
The United Nations and the International Red Cross began mobilizing to deal with the unfolding humanitarian crisis in the wake of the most powerful hurricane on record ever to hit the Bahamas.
Dorian’s punishing winds and torrential rain battered the islands of Abaco and Grand Bahama, which have a combined population of about 70,000 and are known for their marinas, golf courses and all-inclusive resorts. The Grand Bahama airport was under 6 feet (2 meters) of water.
Bahamian officials received a “tremendous” number of calls from people in flooded homes, and desperate callers trying to find loved ones left messages with local radio stations.
One station said it got reports of a 5-month-old baby stranded on a roof and a woman with six grandchildren who cut a hole in a roof to escape rising floodwaters. At least two designated storm shelters flooded. The U.S. Coast Guard airlifted at least 21 people injured on Abaco. Rescuers also used jet skis to reach some people.
“We will confirm what the real situation is on the ground,” Health Minister Duane Sands said. “We are hoping and praying that the loss of life is limited.”
Red Cross spokesman Matthew Cochrane said more than 13,000 houses, or about 45% of the homes in Grand Bahama and Abaco, were believed to have been severely damaged or destroyed. U.N. officials said more than 60,000 people on the hard-hit islands will need food, and the Red Cross said some 62,000 will need clean drinking water.
The Red Cross authorized a half-million dollars for the first wave of disaster relief, Cochrane said.
“What we are hearing lends credence to the fact that this has been a catastrophic storm and a catastrophic impact,” he said.
As of 11 a.m. EDT, Dorian’s winds had dipped to 110 mph (177 kph), making it a Category 2 hurricane, down from a terrifying Category 5 when it struck. The storm was centered about 45 miles (70 kilometers) north of Freeport and 105 miles (170 kilometers) east of Fort Pierce, Florida.
After standing still for nearly a day, it was on the move again, but just barely, pushing northwest at 2 mph (3 kph), or about as fast as a person walks. Hurricane-force winds extended up to 60 miles (95 kilometers) from its center.
NASA satellite imagery through Monday night showed spots in the Bahamas where Dorian had dumped as much as 35 inches (89 centimeters) of rain, said private meteorologist Ryan Maue.
The Bahamas’ health minister said that Dorian devastated the health infrastructure on Grand Bahama and that severe flooding rendered the main hospital there unusable.
Sands said the main hospital in Marsh Harbor in the Abaco islands was intact and sheltering 400 people but in need of food, water, medicine and surgical supplies. He said crews were trying to airlift five to seven kidney failure patients from Abaco who had not received dialysis since Friday.
To the south, the Bahamas’ most populous island, New Providence, which is the site of the capital, Nassau, and has over a quarter-million people, suffered little damage.
Dorian was on track to approach the Florida coast later Tuesday and begin moving up the shoreline, but the threat to the state eased significantly, with forecasters not expecting a direct hit after all. The forecast instead showed North Carolina in the crosshairs toward the end of the week.
As Labor Day weekend drew to a close, over 2 million people in Florida, Georgia and South Carolina were warned to evacuate for fear Dorian could bring life-threatening storm-surge flooding even if the hurricane’s center stayed offshore, as forecast. Several large airports announced closings, and hundreds of flights were canceled.
Having seen storms swamp his home on the Georgia coast in 2016 and 2017, Joey Spalding of Tybee Island decided to empty his house rather than take any chances with Dorian.
Leaving one person dead in its wake in Puerto Rico, Dorian hit the Bahamas on on Sunday with sustained winds of 185 mph (295 kph) and gusts up to 220 mph (355 kph).
It tied the record for the strongest Atlantic hurricane ever to hit land, matching the Labor Day hurricane that struck Florida Gulf Coast in 1935, before storms were given names.
Scientists say climate change generally has been fueling more powerful and wetter storms, though they say linking any specific hurricane to global warming would require more detailed study.
In the Bahamas, choppy brown floodwaters reached roofs and the tops of palm trees. Parliament member Iram Lewis said he feared waters would keep rising and stranded people would lose contact with officials as their cellphone batteries died.
“It is scary,” he said, adding that people were moving from one shelter to another as floodwaters kept surging. “We’re definitely in dire straits.”
Forecasters said that the storm had come to a near standstill because the steering currents in the atmosphere had collapsed, but that Dorian would resume moving later in the day, getting “dangerously close” to the Florida coast through Wednesday evening, very near the Georgia and South Carolina coasts Wednesday night and Thursday, and near or over the North Carolina shoreline late Thursday.
Walt Disney World in Orlando planned to close in the afternoon, and SeaWorld shut down.
In South Carolina, Interstate 26 was turned into a one-way evacuation route away from Charleston on the coast, and Georgia officials likewise reversed lanes on I-16 on Tuesday to speed the flow of traffic away from the danger zone.
“We’re taking the ‘better safe than sorry’ attitude,” Georgia Gov. Brian Kemp said.

DC Leaders Test A New Tool To Help Students Feel Safer At School And Walking Home
he city’s goal is to have 20 high schools where crime and violence is the highest test out the app before its made available to all.
In August, DC Mayor Muriel Bowser announced the partnership with an Arlington Tech Company to create an app to address safety concerns. It’s called LifeSafe. The cost for the pilot run is $26,400.
Students at DC’s Public Charter School, Thurgood Marshall Academy are the first to test out the software. It follows a number of tragic and safety issues involving students over the last few months.
The app features several ways to allow students to communicate concerns whether it is bullying or some serious like a threat. It also allows users to find a police station or hospital near them. This smart app features SafeWalk. Now, this allows students to share the route they are walking home with family or friends. Several young girls have complained of being harassed by grown men while walking home and not feeling safe. This should help address that issue and help parents or loved ones quickly locate a student if they don’t hear from them or they reach out for assistance.
The city’s goal is to have 20 high schools where crime and violence is the highest test out the app before its made available to all. One of the big issues is who will be assigned to respond to the messages sent. Many options are being considered including school security and or 311 operators. The Office of the Deputy Mayor of Education says they are planning a few more focus groups with teachers, parents and community leaders before more specific details are released to the public.

Hurricane Dorian Now A Category 3
Hurricane puts 10 million in the crosshairs in Florida

Becoming more alarming with every update from forecasters, the storm strengthened into an extremely perilous Category 3 in the afternoon and was expected to become a potentially catastrophic Category 4 with winds of almost 140 mph (225 kph) before blowing ashore late Monday or early Tuesday.
The National Hurricane Center’s projected track showed Dorian hitting around Palm Beach County, where Mar-a-Lago is situated, then moving inland over the Orlando area. But because of the difficulty of predicting a storm’s course this far out, forecasters cautioned that practically all of Florida, including Miami and Fort Lauderdale, could be in harm’s way.
They warned, too, that Dorian was moving more slowly, which could subject the state to a drawn-out and more destructive pummeling from wind, storm surge and heavy rain.
Trump declared a state of emergency in Florida and authorized the Federal Emergency Management Agency to coordinate disaster-relief efforts.
As Dorian closed in, it played havoc with people’s Labor Day weekend plans. Major airlines began allowing travelers to change their reservations without a fee. The major cruise lines began rerouting their ships. Disney World and the other big resorts in Orlando found themselves in the storm’s projected path.
Jessica Armesto and her 1-year-old daughter, Mila, had planned to have breakfast with Minnie Mouse, Donald Duck and Goofy at Disney World. Instead, Armesto decided to take shelter at her mother’s hurricane-resistant house in Miami with a kitchen full of nonperishable foods.
“It felt like it was better to be safe than sorry, so we canceled our plans,” she said.
Still, with Dorian still days away and its track uncertain, Disney and other major resorts held off announcing any closings, and Florida authorities ordered no immediate mass evacuations.
“Sometimes if you evacuate too soon, you may evacuate into the path of the storm if it changes,” Gov. Ron DeSantis said.
Homeowners and businesses rushed to cover their windows with plywood. Supermarkets ran out of bottled water, and long lines formed at gas stations, with fuel shortages reported in some places. But the governor said the Florida Highway Patrol would begin escorting fuel trucks to help them get past the lines of waiting motorists and replenish gas stations.
At a Publix supermarket in Cocoa Beach, Ed Ciecirski in the customer service department said the pharmacy was extra busy with people rushing to fill prescriptions. The grocery was rationing bottled water and had run out of dry ice.
“It’s hairy,” the 69-year-old Ciecirski said. But he said he was used to commotion after working for years as a supervisor for the post office.
As of 2 p.m. EDT, Dorian was centered about 625 miles (1,005 kilometers) east of West Palm Beach with winds of 115 mph (185 kph) and was moving northwest at a slowed-down 10 mph (17 kph).
Dorian could prove to be the strongest hurricane to hit Florida’s east coast since Andrew, a Category 5 that obliterated thousands of homes south of Miami with winds topping 165 mph (266 kph) in 1992.
An estimated 10 million people live in the 13 Florida counties with the highest likelihood of seeing hurricane-force winds from Dorian by Wednesday morning. After passing through Florida, it is expected to rake the Southeast coast through the Carolinas.
Coastal areas in the Southeast could get 6 to 12 inches (15 to 30 centimeters) of rain, with 18 inches (46 centimeters) in some places, triggering life-threatening flash floods, the hurricane center said.
Also imperiled were the Bahamas, where the sound of hammering echoed across the islands as people boarded up their homes. Canned food and bottled water were disappearing quickly. The storm was expected to hit by Sunday.
Florida’s governor urged nursing homes to take precautions to prevent tragedies like the one during Hurricane Irma two years ago, when the storm knocked out the air conditioning at a facility in Hollywood and 12 patients died in the sweltering heat. Four employees of the home were charged with manslaughter earlier this week.
“I’m glad these people are being held accountable,” DeSantis said, “because that sends the message going into this storm that if you have vulnerable people in your care, it’s your responsibility to make sure you have a plan in place to protect those folks.”
At NASA’s Kennedy Space Center in Cape Canaveral, NASA began slowly moving a 380-foot-high mobile launch platform to the safety of the colossal Vehicle Assembly Building, built to withstand 125 mph wind. The launcher is for the mega rocket that NASA is developing to take astronauts to the moon.
The hurricane season typically peaks between mid-August and late October. One of the most powerful storms ever to hit the U.S. was on Labor Day 1935. The unnamed Category 5 hurricane crashed ashore along Florida’s Gulf Coast on Sept. 2. It was blamed for over 400 deaths.
In recent months, two of the largest credit card issuers, Citi and Chase, have announced they’ll offer credit card loans to eligible cardholders. Citi is offering its Citi Flex Loan, while Chase plans to launch My Chase Loan in late 2019.
The new products appear to be aimed at taking a share of the ballooning market for personal loans, which hit a record $143 billion in the first quarter of 2019, according to credit reporting agency TransUnion, an increase of 19.2% year over year.
Credit card loans are fast, convenient and cheaper than cash advances. But personal finance experts say the loans are still costly and can lower your credit scores, making it more difficult to obtain credit with low interest rates in the future.
Before you accept this seemingly simple way to get cash, consider the risks and compare your alternatives.
HOW A CREDIT CARD LOAN WORKS
Citi and Chase customers don’t have to request a loan — or even apply. The companies are promoting their “flexible financing offering” or new “loan feature” via email, direct mail or on account log-in pages.
“It’s very tempting because it’s so fast and easy, with no application,” says David Rae, a certified financial planner based in Los Angeles. “If you’re already in debt, it can cause that debt to snowball and become a big problem.”
The amount you can borrow depends on how much credit line you have available. Once you choose a loan amount and repayment term, the issuer transfers the cash to your bank account within a couple of days. Citi will alternatively mail a check.
The loans have payback terms of one to five years, and monthly repayments are added to your card’s minimum payment due. Citi and Chase say they report payments to the credit bureaus as credit card payments, not as separate loan payments.
Having different types of credit on your reports can positively affect your scores. In this case, “there’s no added benefit to your credit score, beyond just having a credit card and making a payment,” Rae says.
You can continue using your credit card, but you’ll want to track your balance and stay under the credit limit to avoid costly fees. You also won’t get cash back, miles or points with the Citi or Chase loan.
THE COSTS AND RISKS
Rae advises the loans should only be considered for emergency expenses if you don’t have savings, rather than discretionary purchases.
“If you’re trying to book a vacation or shopping for clothes, I wouldn’t recommend this product,” he says.
Credit card loans may cost less than cash advances, but they aren’t cheap.
Citi Flex Loans carry annual percentage rates that range from 7.99% to 8.99%, while My Chase Loan offers vary from 16.99% to 22.24% APR for borrowers with excellent FICO credit scores (over 720).
For example, a five-year, $5,000 Citi Flex Loan at 8.99% APR would have monthly payments of $104 and total interest of $1,226.
Taking the loan also increases your credit utilization rate — how much of your credit limit is used. Most financial experts recommend keeping your total utilization below 30%.
This loan can push you above that threshold and lower your credit score, says Bruce McClary, spokesperson for the National Foundation for Credit Counseling.
COMPARE ALTERNATIVES
Whenever you borrow, compare interest rates on multiple loan options and consider features that build your credit or offer flexible payment schedules.
— Personal loans may offer lower rates, especially if you have excellent credit, and higher loan amounts. They also show up as separate accounts on your credit reports, helping to diversify your accounts and indicate you can handle different types of credit, ultimately lifting your score s.
— If you qualify, a 0% APR credit card is an interest-free loan, as long as you pay the balance before the introductory offer period ends. Also, you may earn cash back or travel rewards with this credit card.
“If you’re able to get a credit card with no interest, and you pay it off within the time frame, you’re going to be way better off financially,” Rae says.
Post Report Shows Russians Used Twitter Campaign To Misinform Md Voters In 2016
Experts believe Russians sources are working right now to figure out to put out misinformation to discourage black voters for the 2020 Presidential race.
According to their findings, the mission began in June of 2015. It started with a company called Internet Research Agency (IRA) which is based out of a St. Petersburg based. They set up an account called @baltimoreonline. They started first with just sending out tweets about things happening locally. The third tweet from the IRA account was a retweet of a story of a 5-year-old who had shot himself. Not too far from where Freddie Gray was arrested and later died while in police custody.
The “Post” report says American prosecutors say the IRA trolling source used stories like this to spread misinformation to widen the racial divisions and to demoralize African American voters. It was also discovered that the Russian campaign focused on Maryland unlike any other campaign being conducted in other states.
IRA also purchased ads on Facebook that specifically targeted blacks in the state of Maryland. More than in any other state. There were some 285 adds — 193 that focuses on residents in Baltimore according to accounts by Propaganda Research Project and Graphika. These are just two of three major originations that look into social media for Congress.
The Facebook account posted stories about Freddie Gray, Tamir Rice and even Michael Brown further exploiting the racial injustice in the country. In fact, they continued to tweet until well after the Presidential election. It was shut down in August of 2017 after is was made clear to the social media giant of their campaign to play up the country’s racial injustice issues with police and lawmakers.
Experts believe Russians sources are working right now to figure out to put out misinformation to discourage black voters for the 2020 Presidential race.
The Baltimore Chapter of the NAACP is well aware of the organization and they are planning a number of things to make sure that black voters are not discouraged or misinformed and that they vote in the coming election. The chapter has scheduled a Setempber 24th push tied in with National Voter Registration Day.
Since numbers findings and investigations have shown Russian involvement in discouraging or suppression the black vote both Twitter and Facebook have made commitments to block any user seen using those tactics to intimidate or send out wrong information about voting.
Facebook has assigned 500 employees to monitor accounts the closer we get to the 2020 election.
Congressman Elijah Cummings is warning residents in Maryland to prepare for more misinformation to circulate ahead of the next Presidential election to discourage black voters from using the right they have to cast a ballot.

The Places It’ll Go: Dr. Seuss Exhibition Hitting The Road
“I wanted to explore the books and bring the characters to life in a new and engaging way,” said Susan Brandt, president of San Diego-based Dr. Seuss Enterprises, the company founded by Audrey Geisel, the late widow of Theodor Seuss Geisel, who under the pen name Dr. Seuss wrote and illustrated dozens of children’s books.
The exhibit is centered on a maze based on “Oh, the Places You’ll Go,” the Dr. Seuss book that urges children to explore the world and move mountains despite the pitfalls and challenges. Children and adults will be able to explore rooms based on “The Cat in the Hat,” ″The Lorax,” ″Did I Ever Tell You How Lucky You Are?” and other works.
The 15,000-square-foot (1,400-square-meter) exhibition announced publicly Wednesday is scheduled to open in Toronto in October. There are plans to take it to Boston, Seattle, Houston and several other North American cities.
Because the exhibit is based on Geisel’s children’s books, there are no references to his earlier and more controversial political cartoons.
The maze inspired by “Oh, the Places You’ll Go” features thousands of suspended balloons.
Visitors entering “The Lorax” room can wander through a forest of truffula trees. The “If I Ran the Circus” room features a working carousel, while “Horton Hears a Who!” consists of a field of waist-high pink clover.
The exhibit is a partnership between Dr. Seuss Enterprises and Kilburn Live, a division of Los Angeles-based entertainment company Kilburn Media.
The Dr. Seuss Experience, more than two years in the making, is unlike anything the company has ever been involved in before, and that’s what attracted Kilburn to the project.
The exhibit is not just about promoting literacy but about the pro-social messages in Dr. Seuss books, Kilburn founder and CEO Mark Manuel said.
“The Lorax” teaches environmental stewardship, while “The Sneetches and Other Stories” teaches tolerance and individuality, he said.
Another aspect is that the exhibit will change in every city. Some rooms will be flipped out to be replaced by rooms based on other Seuss classics. The rooms will even change based on the time of year, with a “How the Grinch Stole Christmas” room planned for the holiday season.
“Our goal is to have children shriek with joy,” Manuel said.
Stedman Graham Visits Prison For Leadership Talk To Inmates
Before meeting his longtime partner, megastar Oprah Winfrey, Stedman Graham worked as a guard in a Chicago prison — and on Wednesday, for the first time in about 40 years, he entered prison again to speak to inmates about finding your purpose no matter where you are.
Graham spent nearly three hours inside one of South Carolina’s most troubled penitentiaries with about three dozen inmates. He spoke within shouting distance of the wing at maximum security Lee Correctional Institution where seven inmates were killedand 22 others injured during a riot in April 2018.
“If you get out and you don’t know who you are, you have no direction,” Graham said. “You have your freedom, but that will keep you a slave for the rest of your life.” It’s a similar talk to one he makes around the nation about discovering what you love and who you are and respecting yourself and others.
Graham’s past correctional work was in medium security prison. Wednesday’s maximum security tour marked his first prison visit since the late 1980s.
He was the guest of crisis manager and motivational speaker Andre Norman , a former inmate who proposed the Academy of Hope program after hearing about those killed in the riots and 13 others who suffered violent deaths behind state prison walls in 16 months.
He proposed bringing the leaders in prison yards across the state — the alpha males who controlled the culture on their cellblocks — to Lee Correctional and put them in a leadership program.
“Let them read about great leaders. Let them sit among leaders who have done thing outside,” said Norman, who plans to get U.S. Sen. Tim Scott and South Carolina Gov. Henry McMaster to talk to his several-hour long classes.
Norman’s Academy of Hope proposal seemed risky, as authorities blamed gangs and contraband cellphones for the sudden rash of violence, but it appears have met with some success. Over four months there have been no assaults on inmates or staff and no weapons found in the wing near where prisoners filmed bloody bodies on sidewalks 16 months ago.
The unique program drew Graham to South Carolina.
“Everybody has potential. It’s important we try to help everyone reach it,” Graham said.
Norman ran a gang when he was young and spent several years in prison, but vowed while in solitary confinement he would turn his life around, then help others do the same. In the 20 years since his release, he has given speeches and done crisis management for corporations and Ted Talks on the need for criminal justice and prison reform. But this project in South Carolina is special to him.
“I’ve always wanted to do something like this. There’s not another program like it in the country,” Norman said.
Prisoners in Academy of Hope get some perks. They’re housed in what used to be solitary confinement and get to be by themselves. Several cells upstairs away from the hustle of the common area painted a soft blue and marked off as meditation areas to blow off steam.
A 27-year-old participant named Sylvester came from a prison in Columbia. South Carolina prison policy prohibits him from giving his last name to a reporter.
He’s spent nine years in South Carolina prisons on armed robbery and kidnapping charges and isn’t scheduled for release until 2030.
Now, Sylvester has a collection of copious notes from the past four months. He soaks in the advice and peppers Graham with questions.
“This program is sharpening my tools I will need when I get out,” he says. “It’s going to let me live out my destiny — and I know it isn’t in here.”
Graham told the prisoners that sometimes being truly powerful means knowing when not to use power, and finding themselves so other people don’t define them.
Graham said he knew most of the inmates and staff probably immediately thought of his famous partner when they heard he was coming.
″‘Oprah’s man’ is coming to speak,” Graham said, to a roomful of chuckles. “Y’all are laughing, but you said it. But what I’ve learned is don’t let anyone else define you, because they will always define you as less than them.”

Bad News! This District Will Not Reach A Goal To Cut HIV Cases In Half By 2020
The study also revealed that the disease is affect people in DC under the age of 30 more than anyone else. They account for a third of new HIV cases last year alone.
The announcement follows a new health report for the District. As it stands now almost two percent of DC residents are affected by HIV. That is the highest rate in the country.
Here are the numbers from last year. There were 360 residents in the city that were being treated for HIV. That number was down 13 from the year before.
Health officials say a lot of progress has been made since the 2000’s when the numbers of new cases reached 1,000.
When Mayor Bowser took office in 2015 some 400 residents had the virus. Bowser said then she wanted to cut the number in half by 2020. Gains have been made but no where near the where the Mayor wants it.
As it stands now some two-thirds of residents in the city have suppressed the virus. As of 2016, more than 1,000 people living in DC have HIV. The District ranks 16th in the nation for HIV cases.
There is good news the report shows that the city is very close to achieving another goal. That is to have 90% of resident knowing their HIV status and those needing medicine receiving it.
According to the Health Department. The population in the city that’s most at risk of contracting the HIV virus is black gay and bisexual men and black heterosexual women.
The study also revealed that the disease is affecting people in DC under the age of 30 more than anyone else. They account for a third of new HIV cases last year alone. Some feel it could be be attributed to the fact that youth today have access to PrEP. Which is medication available to schools and employee’s. In years past, HIV was deemed a death sentence or fatal. Now people are living with it and the fear of years past is not as prevalent.
There was a drop in other sexually transmitted diseases like syphilis, gonorrhea and chlamydia.

“All indications are it’s going to hit very hard and it’s going to be very big,” Trump said in a video he tweeted Thursday evening, comparing Dorian to Hurricane Andrew, which devastated South Florida in 1992.
The National Hurricane Center said the Category 2 storm is expected to strengthen into a potentially catastrophic Category 4 with winds of 130 mph (209 kph) and slam into the U.S. on Monday somewhere between the Florida Keys and southern Georgia — a 500-mile (805-kilometer) stretch that reflected the high degree of uncertainty this far out.
“If it makes landfall as a Category 3 or 4 hurricane, that’s a big deal,” said University of Miami hurricane researcher Brian McNoldy. “A lot of people are going to be affected. A lot of insurance claims.”
With the storm’s track still unclear, no immediate mass evacuations were ordered. Along Florida’s east coast, local governments began distributing sandbags, shoppers rushed to stock up on food, plywood and other emergency supplies at supermarkets and hardware stores, and motorists topped off their tanks and filled gasoline cans. Some fuel shortages were reported in the Cape Canaveral area.
Josefine Larrauri, a retired translator, went to a Publix supermarket in Miami only to find empty shelves in the water section.
“I feel helpless because the whole coast is threatened,” she said. “What’s the use of going all the way to Georgia if it can land there?”
In Vero Beach, about 140 miles (225 kilometers) up the coast from Miami, Lauren Harvey, 51, scoured the aisles of a nearby supermarket in search for non-perishable food items that could last her throughout the storm.
Harvey, who works in medical billing, is going through a divorce and recently moved from the Philadelphia-area. She said she is not sure what to expect and is preparing to spend her very first hurricane alone.
“I just moved here, so I’m lost,” she said with a blank expression on her face, after grabbing a couple of water bottles from a scantly-stocked shelf. “I don’t know what I’m going to do.”
Tiffany Miranda of Miami Springs waited well over 30 minutes in line at BJ’s Wholesale Club in Hialeah to buy hurricane supplies. Some 50 vehicles were bumper-to-bumper, waiting to fill up at the store’s 12 gas pumps.
“You never know with these hurricanes. It could be good, it could be bad. You just have to be prepared,” she said.
As of Friday morning, Dorian was centered about 260 miles (420 kilometers) east of the Bahamas, its winds blowing at 105 mph (165 kph) as it moved northwest at 12 mph (19 kph). The government of the Bahamas issued a hurricane watch for the northwestern Bahamas overnight. According to the advisory, a watch is usually issued 48 hours before tropical-storm-force winds are anticipated.
It is expected to pick up steam as it pushes out into warm waters with favorable winds, the University of Miami’s McNoldy said, adding: “Starting (Friday), it really has no obstacles left in its way.”
The National Hurricane Center’s projected track had the storm blowing ashore midway along the Florida peninsula, southeast of Orlando and well north of Miami or Fort Lauderdale. But because of the difficulty of predicting its course this far ahead, the “cone of uncertainty” covered nearly the entire state.
Forecasters said coastal areas of the Southeast could get 5 to 10 inches (13 to 25 centimeters) of rain, with 15 inches (38 centimeters) in some places, triggering life-threatening flash floods.
Also imperiled were the Bahamas, with Dorian’s expected track running just to the north of Great Abaco and Grand Bahama islands.
Jeff Byard, an associate administrator at the Federal Emergency Management Agency, warned that Dorian is likely to “create a lot of havoc with infrastructure, power and roads,” but gave assurances FEMA is prepared to handle it, even though the Trump administration is shifting hundreds of millions of dollars from FEMA and other agencies to deal with immigration at the Mexican border.
“This is going to be a big storm. We’re prepared for a big response,” Byard said.
Florida Gov. Ron DeSantis declared a state of emergency, clearing the way to bring in more fuel and call out the National Guard if necessary, and Georgia’s governor followed suit.
Royal Caribbean, Carnival and Norwegian began rerouting their cruise ships. Major airlines began allowing travelers to change their reservations without a fee.
Dorian rolled through the Virgin Islands and Puerto Rico as a Category 1 hurricane on Wednesday.
The initial blow did not appear to be as bad as expected in Puerto Rico, which is still recovering from the devastation wrought by Hurricane Maria two years ago.
But the tail end of the storm unleashed heavy flooding along the eastern and southern coasts of Puerto Rico. Cars, homes and gravestones in the coastal town of Humacao became halfway submerged after a river burst its banks.
Dorian caused an island-wide blackout in St. Thomas and St. John in the U.S. Virgin Islands and scattered outages in St. Croix, government spokesman Richard Motta said.
Back in Florida, Mark and Gina Emeterio enjoyed a peaceful afternoon sunbathing and wading in the ocean at Vero Beach. The newly retired couple from Sacramento, California, wanted to relax after spending the morning shuttering their home.
Mark, a retired pipe layer, and Gina, a retired state employee, planned to wait it out the storm with local friends more experienced with hurricanes.
“We got each other,” Mark Emeterio said. “So we’re good.”
“I told him, ‘Whatever happens, hold my hand,’” his wife joked.

Washington, D.C. (Thursday, August 29th, 2019) – It’s Friday eve and that means lots of barber shops and hair salons are packed with customers getting ready for the weekend. New Creation Hair Salon at 2100 Martin Luther King, Junior Avenue, SE made for the perfect spot to surprise unsuspecting customers with a random act of kindness.
Team members of WHUR and Wells Fargo converged on the salon to pay for the hairstyles of all the customers in the shop between the hours of 4pm and 6pm Thursday as part of “Pay It Forward Thursdays.” Nearly a dozen customers were able to get everything from haircuts, hair color, weaves, silk presses, shape-ups, and everything else in between.
“Pay It Forward Thursdays” has been a six-week initiative carried out by WHUR and Wells Fargo, where the two companies have popped up at local businesses to pay the bills of unsuspecting customers. Over the past month-and a-half, WHUR and Wells Fargo have surprised customers at Giant Food, Chick-Fil-A, Metro, BP Gas Station, and Here’s the Scoop Ice Cream and Dessert Parlor.
Customers at New Creation Hair Salon were the latest to receive the random act of kindness. While some were truly caught off guard while sitting under the dryers and literally with their hair dripping wet, they were nonetheless elated to know their beauty treatment for the day was absolutely free.
Last month, New Creation was the scene of a brazen daytime shooting that rocked the salon and neighborhood. Owner Jauan Sullivan said business had really slowed down for several weeks with many regular customers staying away out of fear until the suspected gunman was arrested. “This was really a morale booster for the barbers, stylists, and especially for the customers. We really needed some fun back in the shop. We are grateful to WHUR and Wells Fargo for coming through to spread some love,” said Sullivan.
“I come here every two weeks to get my hair done and spend my usual $65. When EZ Street said I could put my money away and that he was paying for my hair, I thought it was a joke at first,” said Keisha.
“Today, was my lucky day. I got a fresh new haircut and shave for free. It doesn’t get much better than that on a Thursday,” added Terrance Evans. Evans also had his two sons with him and was able to get free cuts for them too. He said he was going to use the money he saved for the haircuts and use it to take his family out for dinner and a movie instead for the weekend. Now, that’s how you Pay It Forward!!!
You just never know where we will pop up next. In the meantime, make sure you’re doing something to make the DMV just a bit more kinder. #PayItForwardWHUR #WhereWeLiveDC #WHURFM
More random acts of kindness here…

An examination of the origins of slavery and the impact of the 400th anniversary of 1619.
2019 marks the 400th anniversary of the arrival of the first Africans on the shores of the Virginia Colony in 1619. It signaled the beginning of slavery in America. To commemorate this historic event, thousands have traveled to what is now Hampton, Virginia and Ghana in West Africa. They are paying homage to what’s being called “The Year of Return”. Oklahoma News Anchor Apologizes For Racist Comment To Black Co-anchor
Viewers flooded the station with calls of outrage about the racist commend and several comments about Housden were posted on Facebook.
It happened last week on KOCO an ABC affiliate in Oklahoma City. During a story on the Oklahoma City Zoo about a gorilla, anchor Alex Housden, who is white ended the segment by telling her black co-anchor, Jason Hackett that he looked like the animal.
Hackett says that he would like to make this a teaching moment for her and everyone else. The station President, Brent Hensley was not willing to talk but he released a statement saying the station had nothing more to say about the “unfortunate incident”.
Viewers flooded the station with calls of outrage about the racist commend and several comments about Housden were posted on Facebook.
A day after the racist comment the two took part in an on-air dialogue about racism and cultural education. Housden began with by saying “I’m here this morning because I want to apologize, not only to my co-anchor Jason but to our entire community,” “I said something yesterday that was inconsiderate, that was inappropriate, and I hurt people. And I want you to understand how much I hurt you out there,” “and how much I hurt you.” She teared up as she apologized to her co-anchor who sat on a couch next to her.
Hackett thanked her and he told viewers that she was one of his best friends and that he appreciated her. He added what she said cut deep for him and a lot of people in the community. He said he wants this to be a teachable moment and that “The lesson here is that words matter.”
Regarding the question of whether any actions that the station may choose to take against Housden, The President and General Manager of KOCO said the public apology by Housden and the acceptance by Hackett is sufficient for them.

Fashion’s Isabel Toledo, Creator For Michelle Obama, Dies
Though she presented her first collection in 1985, Toledo’s work grabbed attention after Obama wore some of her looks at the inauguration, including the lemon grass shift dress in wool and lace. Obama had been a fan of Toledo before donning the famous outfit.
NEW YORK (AP) — Isabel Toledo, the Cuban American fashion designer with an avant-garde flair who created former first lady Michelle Obama’s standout lemon grass-colored sheath dress and matching overcoat for her husband’s 2009 inauguration, has died. She was 59.
Toledo died of breast cancer, her studio said in an email Monday. Further details were not immediately available.
Though she presented her first collection in 1985, Toledo’s work grabbed attention after Obama wore some of her looks at the inauguration, including the lemon grass shift dress in wool and lace. Obama had been a fan of Toledo before donning the famous outfit.
Demi Moore, Debi Mazar and Debra Messing are among celebrities who have worn Toledo’s creations, both on screen and on red carpets.
Toledo arrived in West New York, New Jersey, from Cuba as a teenager, later attending but not graduating from fashion college in New York. She met her collaborator and husband, the illustrator and painter Ruben Toledo, in high school.

She was an independent designer who later eschewed runways for museum exhibitions, starting in the late 1990s. She served briefly as creative director for Anne Klein, from 2006 to 2007, put out her own scent and once designed shoes in a collaboration with Payless, among other accessories projects.
The Toledos won a Cooper-Hewitt National Design Award in 2005. A more recent endeavor was the Labor of Love exhibition at the Detroit Institute of Arts, a collection of new sculptures, paintings and drawings focused on the connections between fashion and art.
The color of Obama’s Toledo-created inauguration look took on a life of its own in the fashion world.
Descriptions of the color changed all day during the inauguration, leaving those who had to write about it wondering how to describe it. Was it yellow? Apple green? Toledo called it “lemon grass,” a grass grown in tropical regions that has lemon-scented foliage. The plant, a favorite in Thai cooking, can be green at the top, fading toward the root into shades of pale green and yellow.
“I called it ‘lemon grass’ because it’s not yellow, it’s not green,” Toledo told The Associated Press at the time.
She said she preferred “non-color” colors. The fact that colors on textiles can take on changing tones is an important element when making clothes, Toledo added.
“The idea that the coat and dress are gold to some, pale yellow to others … gives that moment you happen to catch sight of it that much more depth,” she said. “It gives the wearer and the viewer much more of an individualized experience.”
The inauguration outfit was a big moment for Toledo, who took care at the time to praise the historic nature of the event itself.
“There is nothing that comes close to this moment,” Toledo told the AP. “It’s not just my moment and hers, but it’s the world’s. It’s not only what she’s wearing. It’s what the moment represents.”

Missy Elliott Honored At MTV VMAs
“I’ve worked diligently for over two decades and I never thought I would be standing up here receiving this award,” Elliott said.
NEWARK, N.J. (AP) — The incomparable career of Missy Elliott, the rapper-singer-songwriter-producer-dancer whose music videos have moved the needle over the last two decades, was honored at the 2019 MTV Video Music Awards, where Taylor Swift also took center stage with her gay pride anthem, “You Need to Calm Down.”
Elliott earned the Michael Jackson Video Vanguard Award, and brought her colorful and eccentric music videos to life, from “Work It” to “Lose Control,” on Monday at the Prudential Center in Newark.
She even sported the inflated trash bag she wore with confidence and charisma in the video for “The Rain (Supa Dupa Fly)” in 1997.
“I’ve worked diligently for over two decades and I never thought I would be standing up here receiving this award,” Elliott said.
The 48-year-old game-changer dedicated her award to the dance community and said her music video inspirations included Janet Jackson, Madonna, Peter Gabriel and Busta Rhymes.
She also honored the late R&B icon Aaliyah, with whom she was close and collaborated. The 18th anniversary of Aaliyah’s death was Sunday.
“Aaliyah, I love you. We miss you,” Elliott said in her acceptance speech.
Other performers Monday included former Fifth Harmony member Normani, who won best R&B video and brought skilled dance moves to “Motivation”; Spanish singer Rosalia, who also danced with precision and won best Latin and best choreography awards; and rapper-singer Lizzo, who turned into a gospel singer as she wowed the audience with the upbeat anthem “Good As Hell,” her 2016 song that reached new heights this year. She also sang “Truth Hurts,” which was released in 2017 but became a worldwide hit this year.
The VMAs, which took place in New Jersey for the first time, closed with a superb performance by artists from the Garden State — including Queen Latifah, Redman, Wyclef Jean, Naughty by Nature and Fetty Wap. Rapper-actor Ice-T, who has loudly represented the West Coast, introduced the performance and reminded the audience that he was born in Newark.
Outside the arena, before the show began, a handful of people were arrested for protesting Newark’s water crisis. Elevated levels of lead have been found in the water, leading city officials to distribute water and water filters to residents.
Inside, Swift kicked off the VMAs, going from eye-popping pop star to guitar-strumming singer-songwriter. She gave a colorful performance of “You Need to Calm Down” — which won video of the year — and later grabbed her guitar to sing the ballad “Lover,” the title track from her album released Friday.
“I just want to say that this is a fan-voted award, so I first want to say thank you to the fans, because in this video several points were made, so you voting for this video means that you want a world where we’ll all treated equally,” she said.
Swift and a number of cast members from the video appeared onstage to accept the honor. The video for “You Need to Calm Down,” a song in which Swift calls out homophobes and her own haters, featured a number of famous faces, including Ellen DeGeneres, Laverne Cox, RuPaul and the cast of “Queer Eye.” Before the video’s release, Swift announced that she supported the Equality Act.
“You Need to Calm Down” also won the video for good honor. Todrick Hall, the multi-faceted entertainer who has appeared in some of Swift’s videos, including “You Need to Calm Down,” accepted the honor.
“If you’re a young child that’s out there watching this show who is different, who feels misunderstood, we’ve never needed you more than now to share your art, share your stories, share your truth with the world no matter what you identify as, who you identify as, who you love. This is such a beautiful place,” said Hall, who co-executive-produced the video.
Swift won three honors, tying with Ariana Grande and Billie Eilish for most wins of the night. Grande, named artist of the year, and Eilish, who won best new artist, didn’t attend the VMAs. BTS also didn’t attend the show, hosted by comedian and actor Sebastian Maniscalco, but they won two honors: best group and best K-pop.
Other winners included Cardi B, who took home best hip-hop for “Money”; Jonas Brothers’ “Sucker” won best pop; “Senorita,” which Shawn Mendes and Camila Cabello performed during the show, won best collaboration and best cinematography; and the Chainsmokers and Bebe Rexha’s “Call You Mine” won best dance.
Megan the Stallion, who performed during the pre-show, won best power anthem with her new hit, “Hot Girl Summer,” featuring Ty Dolla $ign and Nicki Minaj.
Lil Nas X and Billy Ray Cyrus’ “Old Town Road,” the longest-running No. 1 song in the history of the Billboard Hot 100 chart, won song of the year and best direction.
“This is my first award ever,” the 20-year-old newcomer said.
