Florida Can’t Bar Felons From Vote Over Fines And Fees

Appellate Court Upholds Challenge To Ex-Felon Voting Law

TALLAHASSEE, Fla. (AP) — A federal appeals court says Florida cannot bar felons who served their time from registering to vote simply because they have failed to pay all fines and fees stemming from their cases. A three-judge panel of the 11th U.S. Circuit Court of Appeals on Wednesday upheld a Tallahassee federal judge’s decision that the law implementing Amendment 4 amounted to an unfair poll tax. Gov. Ron DeSantis plans to appeal. Amendment 4 was approved in 2018 to allow as many as 1.6 million ex-felons to regain their right to vote. The Republican-led Legislature later passed a law saying they must first pay any fines and fees.

Houston Hologram Tour Set To Begin

“Now is just the right time,” said Pat Houston, the singer’s sister-in-law, former manager and the executor of her estate, which is producing the show in collaboration with BASE Hologram. “In the spirit of Whitney, I know we’re doing all the right things right now.”

BURBANK, Calif. (AP) — Whitney Houston is about to appear on the concert stage again.

Eight years after her death, a holographic Houston will embark on a European tour that starts in England on Feb. 25 and runs through early April, with U.S. dates expected to follow.

“Now is just the right time,” said Pat Houston, the singer’s sister-in-law, former manager and the executor of her estate, which is producing the show in collaboration with BASE Hologram. “In the spirit of Whitney, I know we’re doing all the right things right now.”

Last week, a few dozen members of the media were given a dress-rehearsal preview in Burbank, California of most of “An Evening With Whitney: The Whitney Houston Hologram Tour,” which features a Houston projected onto a nearly invisible scrim on a stage with real dancers and a live backing band.

The concert set includes most of her biggest hits — “How Will I Know,” “Saving All My Love For You,” “I Will Always Love You,” along with some unexpected rarities, including a cover of Steve Winwood’s “Higher Love” that Houston first recorded three decades ago.

The show, which was first conceived five years ago, used a body double along with hundreds of hours of Houston performances and extensive CGI synthesizing.

“We created the hologram the same way they did Carrie Fisher in the ‘Star Wars’ movie ‘Rogue One,’” said Marty Tudor, CEO of BASE Hologram, which has previously revived performing versions of dead singers including Roy Orbison and Maria Callas. “It’s lengthy, it’s tedious, it’s a big, complicated process, but I think it worked.”

The ambitious performance is the modest brainchild of Whitney Houston herself, in at least one respect.

While on her final European tour, she had an “unplugged” section of her show, with a stripped down band and minimal fanfare. Houston liked that so much that shortly before her death at age 48 on the eve of the 2012 Grammy Awards, she expressed a desire to one day do an entire tour that way.

That concept became the model for the hologram concert.

“This is something that she wanted to do,” Pat Houston said after the media preview of the show. “I get very emotional watching this, because it is so, so close to what she wanted. The only thing missing is her, physically.”

On first appearance it’s clear how far holographic technology has come since previous iterations like Tupac’s holographic stint with Snoop Dogg at Coachella in 2012, with little of the flickering unreality audiences expect. Houston’s appearance in a gold gown looks magically realistic.

The limits are more apparent as the concert goes on, with the projection beam visible and Houston’s movements minimal, but those shortcomings are unlikely to bother the hardcore fans the tour is likely to draw.

Houston was never one for elaborate choreography or flashy moves anyway, and her small gestures — a quivering jaw on long-held notes, fluttering fingers for vocal flourishes, are all captured here.

“Whitney didn’t dance a lot, but when she did do her little moves, they were so perfectly Whitney,” said Fatima Robinson, who choreographed the show. “We did lots of studying her behavior in her videos. We would study her movements, and find the best moments in some of the live videos that just really embody her.”

The show still features plenty of dancing, via four backup dancers and two moving backup singers, all of whom occasionally interact with the hologram.

But Houston mostly preferred to let her voice do the work, and that part of the show works seamlessly, through a blend of studio takes and live performances. Close listeners may think they’re hearing the album version of a hit before it swerves into seemingly spontaneous moments that give it a live feeling.

The sound crew also found moments of between-song patter from Houston that were eternal enough to use for the new show.

“May God bless you and keep you, and let us pray for peace, and pray for the answer,” she says toward the end of the set.

The production may be most effective when it embraces its holographic possibilities — including having Houston swarmed in a shimmering shower of golden sparks during the climactic performance of “I Will Always Love You.”

Dressing the Houston hologram provided its own set of problems and possibilities.

“The first thing is, you can’t do black,” Timothy Snell, who oversaw the wardrobe for the show, said with a mock gasp. “And black and sparkles are your first go-to. But Whitney also loved color.”

Along with the gold gown, her outfits include a shimmering orange jumpsuit and a floor-length pink flowered coat.

“She liked to look sophisticated and timeless,” Snell said. “And those timeless looks really show up here.”

Parking Tickets and Citations Hit An All-Time High In DC

Washington, D.C.  (Wednesday, February 19, 2020) – If you have received one of those infamous pink parking tickets on your car or traffic citations in the mail recently, you are not alone.  According to a new report from AAA Mid-Atlantic, nearly three million motorists received  traffic tickets and/or parking citations in the nation’s capital during Fiscal Year 2019.  That number actually shatters three records in the process.   The report shows the numbers include the volume of citations issued, the value of ticket revenue, and the amount of defaulted tickets.

In total, D.C.  issued more than a billion dollars in traffic and parking tickets over a three-year period, including fiscal years, 2017, 2018, and 2019.  Approximately 2,869,810 traffic and parking citations were given out in DC during the budget year ending September 30th 2019.  AAA says higher traffic ticket fines and lower speed limits in DC are mainly behind the increased numbers.

With the topmost speed camera fines increasing to $500, tougher penalties and higher traffic fines are the new normal under the city’s Vision Zero Initiative, which also spawned 11 new traffic infractions.

“The District generated 8.2 million traffic and parking tickets with a windfall value of one billion dollars over the past three budget years. The jury is still out on whether the higher ticket costs have anything to do with compliance,” said John B. Townsend II, AAA Mid-Atlantic’s Manager of Public and Government Affairs.

National Black News Channel Makes Debut

“I was sitting there leaning forward looking at the screen, and Gary goes, ‘OK, in about two minutes we’re going to see if this baby comes out.’ And sure enough it did,” Watts said in an interview at the studio. “We birthed a child on Feb. 10 at 6 a.m. Eastern Standard Time — a healthy child — and now we have to nurture it on to adulthood.”

TALLAHASSEE, Fla. (AP) — Former U.S. Rep. J.C. Watts was beaming like a proud parent as he talked about the launch of Black News Channel — a project he’s worked on for years to create what’s now the nation’s only 24-hour news network aimed at African Americans.

He was sitting at the network’s Tallahassee studio with Gary Wordlaw, head of news and programming, watching a countdown clock as the network prepared to go live.

The goal of the network is to reach black audiences with stories that give a broader perspective about their community than what other networks provide. That could include health issues unique to African Americans, discussions about historically black colleges and universities, how federal housing policy proposal could affect them or just simply making people aware of positive accomplishments African-Americans are achieving, Watt said.

“We are more than athletes and entertainers, and on the hard news side, we’re more than crime,” said Watts, who was a star quarterback at the University of Oklahoma in the 1980s and later played in the Canadian Football League. “For every 17-year-old African American male that you show me that’s being carted off in handcuffs on the 10 o’clock news … I can show you 50 17-year-old African American males that get up every morning trying to figure out, ‘How am I going to make my mother proud of me.’ That’s the story doesn’t get told enough.”

Other channels focused on African American audiences, such as BET and TVOne, have had news programming but haven’t concentrated solely on news.

Watts serves as chairman of the network, and it’s a project that he’s worked on for years. It received a lift when billionaire businessman and Jacksonville Jaguars owner Shad Khan provided the capital to get the channel on air. While Khan hasn’t disclosed how large a check he’s writing, he has said it’s enough support to keep it alive for years.

While there were some glitches that kept the network from being seen in all the markets it was hoping to reach during the first week launch, Watts said those problems will be resolved. The network has or is working on agreements with cable, satellite and television streaming companies and expects to soon be available in more than 100 million households.

Watts said he hopes that it isn’t just African-Americans that tune in.

“For anyone who wants to have a deeper relationship, a deeper understanding of the African-American community, I think we can be helpful,” Watts said.

The network has about 60 employees at its home in Florida’s capital city, and has bureaus around the country with plans to have a staff of about 100 nationally.

A recent look at the network showed stories ranging from an investigative piece on whether a major credit reporting company has an algorithm that gives blacks lower credit scores, to a look at privacy concerns on dating apps. And like other networks, it covers weather, sports and entertainment.

And Watts, a father of six, smiled when asked what the viewers saw when his new baby was born.

“Later in the day I went around to staff saying, ’This will be a trivia question: What’s the first story ever aired on the Black News Channel?”

There’s a two part answer. The first image was a photo of the National Museum of African American History & Culture in Washington, D.C. Watts, a Republican, teamed up with civil rights leader and Democratic Rep. John Lewis to pass legislation to create the museum.

The first story was about the Academy Awards the night before.

“The first thing out of the box was the picture of the African-American Museum, and 15 seconds later it was programming —the Oscars,” Watts said.

White House Correspondents’ Dinner Returns To Comedic Roots

“Kenan and Hasan are two of the most engaged and engaging entertainers in America. I’m thrilled they’ll help us celebrate the role of a free press in our democracy,” said Jonathan Karl, Chief White House correspondent for ABC News and president of the White House Correspondents’ Association.

WASHINGTON (AP) — Comedians are making their return to the White House Correspondents’ Dinner after last year’s hiatus.

Kenan Thompson of “Saturday Night Live” and Hasan Minhaj of Netflix’s “Patriot Act with Hasan Minhaj” will headline this year’s dinner, which takes place April 25.

Presidents and first ladies have traditionally attended the dinner, which serves as a celebration of the First Amendment as well as a fundraiser for college scholarships. Reporting awards are given out as well.

But President Donald Trump has skipped the dinner throughout his presidency and instead has elected to hold campaign rallies. The White House did not immediately respond to a request for comment about whether the president would attend this year.

Last year’s dinner featured Pulitzer Prize-winning author Ron Chernow after some dinner attendees and commentators complained that a sharply anti-Trump performance by comedian Michelle Wolf in 2018 was too pointed and unfairly targeted then-White House press secretary Sarah Sanders.

Thompson will serve as this year’s host. Minhaj will be the featured entertainer.

“Kenan and Hasan are two of the most engaged and engaging entertainers in America. I’m thrilled they’ll help us celebrate the role of a free press in our democracy,” said Jonathan Karl, Chief White House correspondent for ABC News and president of the White House Correspondents’ Association.

Thompson is currently in his 17th season on “Saturday Night Live” where he has set a record for the most celebrity impressions performed on the show. In 2018, he received an Emmy Award for Outstanding Original Music and Lyrics and a nomination for Outstanding Supporting Actor in a Comedy Series.

Minhaj won a Peabody award in 2019 for his humorous examination of issues of domestic and global import. He was the entertainer at the 2017 correspondents’ dinner when he was a senior correspondent on “The Daily Show.”

All-Star Weekend, As Expected, Was About Honoring Kobe

Jennifer Hudson, wearing the Lakers’ deep purple, performed a pregame tribute to Bryant and sang “For All We Know.” Players on James’ team wore Gianna’s No. 2 on their jerseys and players on Antetokounmpo’s team wore Kobe’s No. 24 on theirs. And all players wore a patch with nine stars, one for each victim of the crash.

CHICAGO (AP) — It has become one of the NBA’s most revered traditions: On the morning of the NBA All-Star Game, the league pays tribute to retired players with what is called the Legends Brunch. It brings together about 3,000 guests, and every year a recent retiree with ties to the game’s host city is honored.

When the game was in Los Angeles two years ago, the NBA wanted to honor Kobe Bryant.

He declined. He couldn’t attend. His reason: his daughter Gianna Bryant had a game that morning.

“That said, to us, everything about his priorities,” NBA Commissioner Adam Silver said Sunday as he recalled that conversation with Bryant.

This All-Star weekend was Michael Jordan’s longtime home of Chicago, highlighted by a game where LeBron James and Giannis Antetokounmpo served as captains — but it was, predictably and understandably, overshadowed by the mourning of Bryant.

Common, in his pregame tribute to Chicago, also paid homage to Bryant, saying that “even in the darkest times, you’ll feel Kobe’s light.”

Everyone at the All-Star Game on Sunday got a 24-page tribute published by Sports Illustrated devoted to Bryant’s career. On the last page of text, just before the back cover, was a quote from Jordan: “I loved Kobe — he was like a little brother to me,” it began. Next to that quote was a photo, Bryant guarding Jordan in 1997, sticking his tongue out much in the same way that the Bulls’ guard often did.

And when the night was over, Kawhi Leonard was the first recipient of the Kobe Bryant MVP Award, given to the player voted as the biggest star of the All-Star Game — a trophy that Bryant hoisted four times.

It’s been three weeks now since Bryant, 13-year-old Gianna and seven others were killed in a helicopter crash in Southern California.

And the mourning period is still very active, very real, very necessary.

It’s a doubly somber time for the NBA, since the league is also coming to grips with the Jan. 1 death of Commissioner Emeritus David Stern — the person credited for taking a fledgling league and turning it into one of the planet’s most powerful sports brands, a multi-billion-dollar entity with a reach that touches nearly every outpost on earth. Stern was remembered as well at the Legends Brunch, and Silver drew a parallel between Bryant and his former boss.

“Just as a reminder: Who more embodies the spirit of All-Star than Kobe? … He always played hard. He didn’t care if it was an All-Star game,” Silver said. “And I think that’s what he and David had in common. They always competed. They believed in the power of sports. They believed in winning and they believed it was necessary to always give their all. And I think that’s why their losses have resonated with so many people around the world.”

Magic Johnson — like Bryant, a Los Angeles Lakers legend — had been hired two years ago to introduce Bryant at the Legends Brunch, the one that Bryant couldn’t attend because his daughter had a game that morning.

On Sunday, Johnson finally got his chance to speak at the event and pay tribute to Bryant. He told the story about how, before Bryant was drafted in 1996, Jerry West called him to say that he had seen the greatest draft workout that he could recall.

He was speaking of Bryant’s workout.

“And I said, ‘Really,’” said Johnson, who also paid tribute to Stern and Bryant at United Center before Sunday’s game by addressing fans. “He said, ’Yes, this guy named Kobe Bryant. Just was incredible in his workout and we’re going to do everything we can to draft him.”

The rest is history. Bryant came to the Lakers in a draft-night trade and played there for 20 years, winning five titles. Johnson said he was quickly impressed with Bryant’s work ethic, how he would work for two hours before practice and then go through another two-hour session with the team.

“That’s who Kobe Bryant was,” Johnson said. “He was always thinking about ‘How can I get better? How can I lead my team to victory?’ And when you think about him scoring 81 points in a game, only second to Wilt Chamberlain, and then five NBA championships, and then to score 60 points in his last game — that was probably the greatest thing I’ve ever seen from any athlete. He said, ‘Hey, I’m going to go out Mamba-style.’”

The brunch paid tribute this year to four individuals: USA Basketball managing director Jerry Colangelo received the Lifetime Achievement award, newly retired three-time NBA champion and Chicago native Dwyane Wade received the Community Ambassador award, retired WNBA player and another Chicago native Cappie Pondexter was the Hometown Hero recipient, and longtime Chicago Bulls star and six-time NBA champion Scottie Pippen was the Legend of the Year.

Pippen was at his Los Angeles home when he got the news on Jan. 26 about Bryant.

“It was a weird morning,” Pippen said. “And I’m still today regretting that I didn’t get a chance to tell Kobe Bryant how great he really was.”

DC Advocates Join Forces to Press for Early Childhood Campaign

Washington, D.C. (Tuesday 18, 2020) – It’s budget season and D.C. Mayor Muriel Bowser will be crisscrossing the city to hear from residents about what should be the District’s money priorities for Fiscal Year 2021.

Tonight, parents, children, child care educators, and community leaders will join forces to participate in the DC budget engagement forum.  “Under 3 DC” is a coalition hoping to create what it calls a forward reaching early childhood campaign to urge Bowser to invest $4.5 million into making high-quality child care affordable for District families.

“Our babies and toddlers begin learning the moment they are born.  These are some of the most formative years of their lives and access to early care and learning provided by skilled professionals is critical,” said  Kimberly Perry, Executive Director of DC Action for Children and Co-Chair of Under 3 DC.

Recent studies show that quality early childhood education in DC is expensive and scare.  The average cost of childcare in DC is $2,020 per month.  That’s over $24,000 a year.  Tonight’s budget forum begins at 6:30 at the Edgewood Recreation Center at 301 Franklin Street, NE.

The cause of the fire is still under investigation.  But officials say the home did not have working smoke detectors.

Smoke from the blaze was spotted by firefighters driving by last night to fuel up at a nearby gas station.  The firefighters responded and called for assistance.  The identity of the victim has not yet been released.  DC Fire and EMS tweeted out “Sadly the woman rescued by #DCsBravest in the 4800 block of 10th ST NE has succumbed to her injuries.  The thoughts and prayers of our members are with her family and friends.”

Maryland Lawmakers Wrestler Over Education Funding

Hearing On Ways To Improve Maryland Schools

(Annapolis, MD) — State lawmakers held a hearing on the Kirwan Commission’s recommendations on ways to improve Maryland public schools. The Commission’s suggestions are currently under review by the General Assembly. The 10-year plan calls for higher pay for teachers and expands programs for students to the cost of $4 billion a year. The Governor’s proposed budget includes $350 million in Kirwan funding. The total cost of the plan would be $32 billion over the next 10 years.

Virginia Senators Say No to Assault Weapon Ban

Monday, February 17, 2020 – A major political defeat today for Virginia Governor Ralph Northam.  State Senators voted to shelve a gun control bill Northam had been pushing.  The measure was seen as a major overhaul of Virginia’s gun laws.  But the Senate judiciary committee voted to table the bill until next year and called on the state crime commission to study the issue.

Four moderate Democrats joined Republican lawmakers Monday voting to reject the bill.  Under the measure, certain semi-automatic weapons would be banned, including the popular AR-15 style rifles and the possession of magazines that hold more than 12-rounds.  Some 8 million AR-style guns have been sold since they were introduced to the public nearly 40 years ago.

Lawmakers in both the House and Senate have been able to push through several other gun control measures, including universal background checks, limiting gun purchases to once a month, and allowing local communities to ban guns in public buildings.

New Coronavirus Cases Arrive In U.S.

Monday, February 17, 2020 – Hundreds of U.S. passengers who had been aboard that coronavirus stricken cruise liner in Japan are back in the U.S.  But they are not able to go about their normal lives, just yet.  Two planes carrying 328 Americans arrived at military bases last night in Texas and California.

14 Americans from the Diamond Princess cruise ship have tested positive for the virus.  The State Department announced early today that the 14 had the virus.  But were allowed to return to the U.S. because they were not yet showing any symptoms.

All of the passengers must now go through 14 days of quarantine at the military bases.  That’s on top of the other 14 days of isolation they were forced to undergo while on the cruise ship.

DC Salon Owner Gives His Kidney Donor His Business

“I always knew that someday I would be an owner.  But I never knew it would come like this,” said Williams.  For Bennett, it was a no brainer.  “Acia stepped forward to help me.  So for me to be able to help her achieve her dream is really a blessing for me,” said Bennett.

Washington, D.C. (Wednesday, February 12, 2020) – Chet Bennett is known for his giving spirit of helping others and building an empire in the beauty industry that has  elevated countless aspiring master hairstylists in the DMV.  That’s why when he was in need of a kidney a year ago it’s not surprising one of his mentees, Acia Williams, would be the person to help save his life.  Bennett has now been able to give Williams a new lease on life by gifting her one of his salons.

On Monday, Williams’ lifelong dream of owning a salon came true when she opened the doors of  “A New Image By Acia” at 705 U Street, NW.  “I always knew that someday I would be an owner.  But I never knew it would come like this,” said Williams.  For Bennett, it was a no brainer.  “Acia stepped forward to help me.  So for me to be able to help her achieve her dream is really a blessing for me,” said Bennett.

Bennett owns several salons in the District of Columbia and a beauty college.  Williams worked her way up at Bennett’s “C Alan Signature Salon” on U Street eventually becoming manager.  That same salon now bares her name.  Both Bennett and Williams talked to WHUR Digital Reporter Candice Adkins about their journey and the value of paying it forward.

Williams and Bennett have been a big part of each other’s lives for nearly 20 years.  But when she learned her friend and mentor needed a kidney, Williams admits she had to truly educate herself on the issue.  She had no idea that kidney disease was such a prevalent issue for African Americans.  “It was heartbreaking to see him so weak while he was going through dialysis,” said Williams. Bennett spent 14 months going through dialysis and was in desperate need of a new kidney.  Williams was one of nearly a dozen people who stepped forward to help.  It turns out she was a perfect match and last April 9th they had the transplant surgery .

Both Williams and Bennett are doing well and now they are on a mission to spread the word about the importance of organ donations.  Dr. Acia Williams is also a Certified Non-Surgical Hair Loss Practitioner.

Attorney Michael Avenatti Guilty In Nike Extortion Scheme

Jury Finds Attorney Micahel Avenatti Guilty

(New York, NY) — A jury is finding celebrity attorney Michael Avenatti guilty in his Nike extortion trial. Avenatti was found guilty in trying to extort 25-million-dollars from the sporting apparel and shoe company. Prosecutors said he threatened to expose the company for paying college basketball prospects if they didn’t pay him. In addition, prosecutors told jurors he was facing massive debt at the time of the alleged shakedown.

Free Tax Filing Has Confused Many Americans. Here’s Help.

Free File should be easier to use in 2020. But, with tax season getting into full gear, users should know the details of the service and the alternatives.

The majority of individual taxpayers in the U.S. are eligible to file their taxes online for free, yet many may be unaware or confused by how to do so.

The tax industry and the IRS have played a part in the problem. Together they run the IRS Free File system, which about 70% of taxpayers are eligible for but only a sliver use. It was designed to help low- and middle-income taxpayers find a reliable program to file at no cost and boost online filings. However, the IRS has long faced criticism for its failure to promote and support the program. And recent media reports uncovered efforts by the tax software preparation industry to misguide users of Free File and nudge them into paid products.

Subsequently, improvements have been made and Free File should be easier to use in 2020. But, with tax season getting into full gear, users should know the details of the service and the alternatives.

WHAT IS FREE FILE?

The IRS Free File program allows taxpayers whose adjusted gross income is $69,000 or less to file for free. Tax software prep companies administer Free File via a partnership with the IRS. This year, taxpayers have their choice of 10 providers, including well-known names such as TurboTax, H&R Block and TaxSlayer.

Free File has been available since 2003; but while roughly 70% of taxpayers are eligible, only about 2% use the program, according to the National Taxpayer Advocate’s Office.

WHY THE LIMITED APPEAL?

Critics say the program is confusing and difficult to use. The process taxpayers must follow is “obscure and complex,” according to a report released earlier this month by the Treasury Inspector General for Tax Administration.

The program is also poorly promoted. The IRS has not allocated any money to advertise Free File since 2014, although the agency does promote it on its website, social media and in press releases. For their part, some companies say they promote the program. TurboTax said increased advertising and other efforts boosted Free File usage last year.

The Taxpayer Advocate, which represents the taxpayer’s voice within the IRS, has been critical of the IRS’ management of the program, saying it fails “to promote the best interest of taxpayers,” noting the low usage and confusion among taxpayers.

Additionally, critics say taxpayers may find themselves confused between the Free File system and the free or low-cost versions offered by the tax prep companies themselves.

Last year, the nonprofit news organization ProPublica found that some of the companies added code to their websites that hid their Free File programs from search engines and diverted users to paid products. Outside investigations confirmed that at least five companies did have coding that prevented users from getting to the proper page. The companies cited in the reports have denied any wrongdoing.

While the companies’ actions didn’t violate their agreement with the IRS, the agency has barred the companies from hiding their free products, among other changes to their agreement.

The IRS and the Free File Alliance, a coalition of tax prep companies that work in the partnership, say they are committed to making future improvements to the program.

The cost to file online with a tax software preparation company varies depending on the complexity of someone’s tax situation, if they are filing state returns as well, or if they need professional assistance. It can range from around $30 to well over $100.

WHAT SHOULD I DO?

First and foremost, know this: The only way to access Free File is through the IRS website at IRS.gov/freefile.

Changes have been made to the internet search rules but for good reason. Last year, an estimated 14 million people who were eligible for Free File ended up paying to have their taxes prepared and filed, according to the Treasury Inspector General’s report.

By going to the IRS site, taxpayers can browse all the offers or use a tool to help them find the right product. Each program partner has different eligibility standards, but the IRS assures taxpayers that if their adjusted gross income was $69,000 or less, they will find at least one free product to use.

Taxpayers should not be charged any fees if they qualify, other than potential state tax preparation fees. Some programs offer free state filing as well.

Free File partner company websites are also prohibited from pitching and selling additional products to users, including offers of refund anticipation loans, checks or other such products.

However, not everyone qualifies for Free File. So, if you’ve input all your information and find you do not meet the criteria, you may be pointed toward a paid service to complete your taxes.

Not sure if you’ve got the real deal? The IRS also now requires that each company name their Free File service the same way. It should appear as IRS Free File Program delivered by (Company Name).

DO I HAVE TO USE IT?

There are plenty of other alternatives for filing at no cost.

Taxpayers whose income is over $69,000 can use the Free Fillable Forms, which is an electronic version of IRS paper forms. These forms do the math for the taxpayer, but there are limited directions so the user must be comfortable completing their taxes independently. Paper forms, while not a popular option, are completely free as well.

The tax software providers offer their own options and millions of people use these with success. However — unlike Free File — there may be offers for add-on services or upgrades throughout the process that come at a cost. The branded free file options are typically best suited for people with simple tax situations.

The Volunteer Income Tax Assistance Program and Tax Counseling for the Elderly programs also both offer free tax filing assistance through volunteer-run programs nationwide. VITA offers free tax help to moderate and low-income individuals, as well as people with disabilities or taxpayers with limited English skills. TCE focuses on helping taxpayers who are 60 years or older.

To find a VITA or TCE site, check the IRS website. The AARP Foundation runs many of the TCE sites and has information on its website as well.

Members of the military can use Military OneSource, a Department of Defense funded service that provides free online filing services through MilTax. MilTax includes access to tax prep software and support from tax consultants who can help with the unique conditions facing those in the military, including deployment, combat pay and multistate filings.

Jennifer Hudson Set For Kobe Bryant Tribute At All-Star Game

The NBA has released a list of entertainers headed to All-Star weekend, the group headlined by Hudson — the two-time Grammy winner and Oscar winner — who, just before Sunday night’s player introductions, will perform a special tribute to Bryant, his daughter Gianna and the seven other victims of the helicopter crash that took their lives in Southern California on Jan. 26.

CHICAGO (AP) — Jennifer Hudson is coming to the All-Star Game to pay tribute to Kobe Bryant with her voice.

Other additions the NBA revealed Thursday: DJ Khaled, Quavo and Lil Wayne will join the previously announced Grammy winner and Chicago native Chance the Rapper during Sunday night’s halftime show; Queen Latifah will be joined by Chicago youth to perform Stevie Wonder’s “Love’s in Need of Love Today” during Saturday’s events; and the Chicago Children’s Choir will sing “The Star-Spangled Banner” before the Rising Stars game on Friday night.

And Damian Lillard still may perform — even though injury will keep him from playing this weekend.

The Portland guard was to play in Sunday’s All-Star Game and participate in All-Star Saturday Night events as a competitor in the 3-point contest. But he injured his groin in the Trail Blazers’ final game before the break on Wednesday night, and that will keep him off the court.

Lillard, however, is going to be in Chicago and hasn’t ruled out taking the stage on Saturday night. The five-time All-Star is a popular rapper — he raps under the name Dame D.O.L.L.A. — and the NBA is hoping he performs.

His plan, if he can take the stage, is to be joined by Jeremih and Lil Wayne.

“We just kind of started going over what we could do to make it count, tried to figure out Chicago artists who could be part of it,” Lillard said. “Jeremih is going to be on stage with me and he’s from Chicago, he’s on one of my biggest songs on my current album. And then also, I’m going to be doing a song on my previous album and that’s one of my biggest songs with Lil Wayne, too, so it’s going to be a pretty good deal.”

Lillard’s rise in music did not come easily. Even though he had fame through being an All-Star player, he still had to pay his dues as a performer. He worked his way up through Instagram and Soundcloud, building a fan base and building respect within the rap community. And now he has three albums to his credit, plus enough credibility that big names want to work with him.

“I think the No. 1 thing that people see is the route that I’ve taken in my music,” Lillard said. “I didn’t just jump in and say ‘listen to my music because I’m an NBA player.’ I took the route that any other aspiring artist would take, and I think that shows that I took it seriously, that I have real passion for the music and for hip-hop.”

Several other All-Star weekend performers were previously announced: three-time Grammy winner and Chicago native Common, Chance’s brother Taylor Bennett, Chaka Khan (who will sing the U.S. national anthem Sunday before the All-Star Game) and country star Tenille Arts (who will sing the Canadian national anthem).

Common’s role will be to welcome fans to Chicago with a narrative about what basketball means to the city, that part to come before the teams are introduced Sunday.

Review: ‘The Photograph’ Develops Nicely Into A Fine Film

Written and directed by Stella Meghie, the film is a gentle and attentive inter-generational tale with a first-rate cast. To the always-charged romantic question “Do I love this stranger?” it adds another equally fraught query: “Am I becoming my mom?”

This Valentine’s Day, there’s certain to be the usual flood of candy and flowers. But at your local movie theater, there’s something increasingly rare: A soulful and adult romantic drama in “The Photograph.”

Issa Rae and Lakeith Stanfield star as tentative, would-be lovers in modern-day New York. He’s a magazine writer on an assignment and she’s a museum curator. They first connect over a photograph of her mother that unlocks mom’s backstory, set in 1980s Louisiana. That’s another plus for the film: Value — not one but two love stories.

Written and directed by Stella Meghie, the film is a gentle and attentive inter-generational tale with a first-rate cast. To the always-charged romantic question “Do I love this stranger?” it adds another equally fraught query: “Am I becoming my mom?”

Lakeith (FX’s “Atlanta”) plays Michael as a coiled, watchful and smoldering hunk who seems to be acting from deep within his guts. He’s just as likely to flee as he is of cuddling. Rae’s Mae is luminous and charismatic, with wide eyes that convey so many emotions. When Rae (HBO’s “Insecure”) bursts into a laugh, she seems to tap into that joyful, infectious place that Julia Roberts does.

Their initial mating dance is as cute as any rom-com — who’s making the first move? — before they finally get together and have a meal. And how refreshing it is to hear a debate over who’s the better rapper — Drake or Kendrick Lamar — as the first date conversation?

But Meghie (“The Weekend”) is not interested in a mere rom-com and “ The Photograph ” has miles more heft and depth. She’s interested in exploring how behavior can be inherited, how ambition can topple personal lives, how we establish patterns in our love life and how bravery in romance can be just about saying what your heart feels.

It turns out that Mae’s estranged mother — a wonderful, haunted Chanté Adams — was a driven photographer who wasn’t always able to convey her feelings. “I wish I was as good at love as I am at working,” she observes. In death, she leaves behind letters explaining her life, which lead her daughter and her new beau to investigate.

The film takes turns switching eras to tell each woman’s story — from New York’s trendy whiskey bars and the sleek leather couches of upscale apartments to the faded grandeur of New Orleans in the 1980s. The filmmakers change film techniques and styles for each venue, deepening an experience that’s also reflected in changing music, time-traveling from Anderson .Paak to Chaka Khan.

As Mae keeps digging, she unpacks more than just her mom’s secrets. “What if I’m just like her?” she asks at one point. Her dad, played by Courtney B. Vance, tries to help: “She wasn’t just your mother,” he tells her. “She was just a woman with flaws.”

Some of the best scenes are when the daughter unknowingly finds herself following in the same physical footsteps as her mom some 40 years later — the same kitchen, the same darkroom, and even to the same swanky but crumbling New Orleans lounge, up the same winding staircase to cuddle with her own love interest.

Smaller parts in the film are filled with real skill, especially by Lil Rel Howery, who plays Michael’s brother with what seems a comedian’s effortless lightness, and Y’Lan Noel and Rob Morgan, who each play the former lover of Mae’s mother in the different eras.

Meghie’s script is very human, respectful of hesitancy and thoughtful without being flashy. “Good things take time to develop,” Michael says at one point, which has a double meaning when it comes to photographs. The camera lovingly comes very close to the faces of our main lovers, allowing two people to quietly show their torn emotions.

This film won us over long before it is revealed that Michael’s longtime goal is to join The Associated Press. (It helped, but no.) We were on board during an early scene in which a powerful storm is battering New York and our new couple must flee to safety. They pack only the most crucial items — including an Al Green record, deemed “essential.” Wise decision. This Valentine’s Day, make “The Photograph” essential, too.

“The Photograph,” a Universal Pictures release, is rated PG-13 for sexuality and brief strong language. Running time: 106 minutes. Three and a half stars out of four.

Gayle King Accepts Snoop Dogg’s Apology For Rant Over Kobe

“I accept the apology and understand the raw emotions caused by this tragic loss,” King said in a statement to The Associated Press.

NEW YORK (AP) — Gayle King says she accepts Snoop Dogg’s apology, and the CBS anchor says she’s sorry that her interview last week added to the pain of people grieving over Kobe Bryant’s death.

The rapper had posted a profane, threatening video directed toward King last week following her interview with WNBA star Lisa Leslie. He was mad King had asked Leslie, in the wake of Bryant’s death in a helicopter crash, whether a 2003 sexual abuse allegation damaged the former Los Angeles Laker’s legacy.

While others shared his anger, Snoop Dogg was criticized for the ugliness of his threat. He posted an apology on Instagram, saying “when you’re wrong, you gotta fix it.”

“I accept the apology and understand the raw emotions caused by this tragic loss,” King said in a statement to The Associated Press.

She said it was never her intention to add to the pain.

“As a journalist, it is sometimes challenging to balance doing my job with the emotions and feelings during difficult times,” King said. “I don’t always get it perfect but I’m constantly striving to do it with compassion and integrity.”

Meanwhile, another former Lakers star, Kareem Abdul-Jabbar, wrote a column in the Hollywood Reporter on Thursday decrying the abusive language and threats directed toward King as a bad message to send to young black men.

“Kobe would not have appreciated the attacks against Gayle King because he knew they perpetuated a climate of disrespect that would be physically, mentally and socially harmful toward all women, including his wife and daughters,” Abdul-Jabbar wrote.
